1. Homeowners should be allowed to no-cash out refinance, I can see no reason to block them from potentially lowering their monthly costs.
2. Requiring home buyers to utilize OHFA homes unnecessarily limits the market, potentially preventing the homeowner from finding a home. If a homeowner using OHFA DPA priority or first rights they would have a incentive to buy the homes built under this program but if they can't find one they can pursue other options.

We applaud OHFA allowing its SF mortgage program to assist with the new program. Though, making it a requirement seems excessive. It seems that it should just be optional. Also, what if the funds run out?
